Can we restrict number of entitlements can be reqeusted in one request?

Nope this is not possible,  you cannot restrict number of entitlements  to be requested in one request.

You can restrict same in workflow. if no. of entitlements are more then auto reject request

Instead of restricting after request is submitted. Is there a way we can restrict before submitted? like giving error pop-up saying "you requested too many entitlements"

Unfortunately No. as we don’t have control on selected entitlements. even selected entitlement config just work as hidding

Why do you want to restrict it? What's the use case here?

These is request from app owner if we can restrict number of entitlement can be request with one request. I am checking feasibility

You can control to some extent using request-option (drop down single, radio etc.) available in entitlement type.
