Remove birthright access if condition fail doesnt trigger

Hi ,

We have enabled Remove Birthright Access if condition fails option under every technical rule .

When department is changed the respective access must be added and it works properly as we have user update rule which reruns all technical rules but certain access must also be removed as we have enabled remove birthright access if condition fails option under technical rules.

But the remove access doesnt trigger for every user. It triggers for few users only.

We are not able to understand this behaviour. If anyone faced the similar issue please let us know.

I checked it but it doesn't have any rules which are failed.
