Regarding Campaign Consult Feature

Hey All,

Had a small query regarding the consult feature in Campaign, If User 1 Consults the User 2 for the access,

Is it Default Behavior if User 2 can simply complete that certification without taking any action?

or If there is any sort of setting which we can configure to make this mandatory to take action

In our case they are able to complete the certification without taking any action, can this be considered as bug then? Campaign Type is entitlement owner
