Provisioning Rules vs Technical Rules

Currently on version 2021.0

When creating User Update rules, there is an option to "Re-run All Provisioning Rules". What precisely does this mean? I was under the impression that "Provisioning Rules" was another name for Technical Rules with Birthright checked, but a User Update rule that has "Re-run All Provisioning Rules" as the action appears to ignore the Birthright status and re-run any matching Technical Rule.

Does "Re-run All Provisioning Rules" really mean "Re-run all Technical Rules"? And if so, why the different nomenclature for "Re-run selected Technical Rules"?

Only difference is selected you can select which rules to be ran vs all runs all rules which matches conditions

Re-run All Provisioning Rules:Using the Re-run All Provisioning Rule, you can trigger all the active technical update rules from the user update rule when the specified condition in user update rule is matched.

Re-run Selected Technical Rules: Using the Re-run Selected Technical Rule, you can select specific Technical Rules from the drop-down.  Instead of selecting Re-run All Provisioning Rules, you can click and select desired Technical Rules.
