Considering you meant by entitlement map feature. Yes currently you can need to use entitlement map import sheet for one entitlement at a time. import sheet link below
work around - insert into entitlementmap table using query with help of saviynt support
note : enhancement ticket for same is already raised with saviynt for same

Hi Rushikesh,
You are saying that for single entitlement value we can add multiple Entitlement values via sheet under entitlement maps but it happens only for the single value not for all the values right.
So as workaround if provide data suppose they were 500 Entitlement values of application 1 so for each and every value they need to have one entitlement value from different application 2 ,Saviynt Team are going to perform insert operation to insert particular Entitlement value in the Entitlement Map to all the Entitlement values which were present in Application 1, Please correct if I wrong

Hello @sk ,
Yes, for each entitlement you can map multiple entitlements via "Upload Entitlement Map form CSV" option under Other Entitlement details tab , but only for single entitlement at a time.

Yes your understanding is correct, 1 entitlement & n number of entitlement map (entitlement from any other application)
Yes Insert can be done from any application you need add where clause to specify application & entitlement name
