Need information on workflow

Hello experts,

We have a requirement, where the first level of approval should to User's manager and second level should go to DBA user group to abc@gmail.com for EMEA and APJ region and xyz@gmail.com for AMS region. And for some FED access it should go to abcd@gmail.com in second level

How can we achieve this.
