Manage Service Accounts tile's OOTB Comments field

Does anyone know if there is a way to make this required OOTB “Comments” field in 2nd step of request via “Manage Service Accounts” tile not required?

You can update same in global configuration

 Business justification required (Request Level) To none this will change configuration for normal & functional account
