is there any to identify if user import jobs is running but rules runs job was not triggered?

we have seen scenario where user import was running but rules run job was not triggered. by this issue

user update history was not updated hence Misses in execution of rules would lead to missed updates in dowstream app and audit concerns.

You need to check execution trail under admin , Or you can run query on ecmiportjob to check ruleran job ran or not
