How to Allow User to Manage User Group

Hi.
I want App Owner to manage User Group.

I configure SAV Role as below and assign to user.

Then, the user can create User Group, but,
user can't add user to user group(Can't show user list in add users screen)

and user can't add entitlement to User Group(below error message is displayed when trying to add entitlement to User Group)

And user can't delete User Group(below error message is displayed when trying to delete User Group)

How to configure SAV Role to allow user to manage User Group?

Please check network logs to find which feature and API having issue and giving 403 error .

For adding entitlement to User Group and deleting User Group, I see 200 response on network log, but error message is displayed.

And all feature under /user_GroupDetail/ is allowed by Feature Access -> Admin: User Groups in SAV Role.
