Group email Notifications per manager

Currently, one email each leaver is triggered to the manager. So for instance, there are 20 leavers forIGA the day, the manager gets 20 emails (1 email per leaver that reports to him/her). Is there a way to send only one email rather than 20 having leaver details and the access he/she holds that needs to be removed  ?

There is no option to combined all emails into 1 using User Update Rule.
