Feasibility check to integrate combination of Service Desk & Normal Access Provisioning

We have a requirement where we need to integrate a SOAP based web service which handles SOD/Mitigation Controls/Approvals as Service Desk connection (SOAP request creates a respective ticket in target application), once the Saviynt receives the response for the above created ticket we have to provision the requested access via a different connector. 

And also, we may need to pass the user's existing access/entitlements in the connector JSON( ex: Add Access) while making a SOAP call to create the ticket in target application.

 

Can someone help, how we can achieve the above use case?
