Error while importing technical rule in zip(xls) format in saviynt

Am trying to bulk import technical rule (i exported the existing rules and adding additional rules and trying to import) and face below errors

Rule owner sheet header validation failed

SheetName :: Rule Action :: RULE_NAME abc IS FAILED : DUE TO DATA NOT AVAILABLE FOR OBJECT/TYPE 

my intented action is to assign adsi group membership to the user and rule owners sheet has header username and rank with empty rows as i dont wish to add any owner to the rule.

Could someone share same technical rule xls file or suggeste what am missing here

You can add admin as owner
