We have created a Certification Campaign Template however, we did not configure advanced campaign configurations at Template level.
Then we created a Certification Campaign based on this template and used advanced campaign configuration to specify Users Query to run this campaign for only specific set of users. But campaign kicked off for all the users.
So, I want to confirm if we need to specify 'Users Query' at template level also? We were hoping to use this template for multiple campaigns and specify 'User Query' at individual campaign level.

No it is not mandatory to specify "Users Query" at template level, you can use campaign template as base configuration and on top of that modify other configuration based on business requirements.

So, when we are specifying a filter under 'Users Query' to create a campaign for only specific set of users, what should we select for Certifier below -
Here is what happened. When I provided this query in 'Users Query' - username in ('T3081026') - as I only wanted to generate campaign for one user, and select only this user's manager under certifier, campaign was generated for this user only.
However, if I put the same filter in 'Users Query' and select 'All Certifier' for Certifier options, it generates campaign for all the users. Why? Shouldn't Certification be generated for users configured via 'Users Query'?

Sorry, my observation was in correct. When I provided this query in 'Users Query' - username in ('T3081026') - as I only wanted to generate campaign for one user, and select only this user's manager under certifier, campaign was generated for this user only but it was quick.
However, if I put the same filter in 'Users Query' and select 'All Certifier' for Certifier options, it SHOWS that Saviynt is generating campaign for all the users (in logs and on UI also we can see the count) but once done, it only shows campaign for that one users. Why this change in behavior?

It creates all campaigns but after evaluating it delete it that’s expected product behavior and design
