Delegation

Is there a known fix to minimize who a user can assign the delegation from, I repeat not to, but the parent delegate?  Testing with the Client we were able to assign a parent that was not the logged in user, and it created the delegation.

Can you rephrase requirement with example

• Parent User * - Config under sav role -For whom can the user setup delegate
• Delegate User* - Config under Global config - Request -  Define Delegate Query
