Can we make changes to Entitlement Owner as part of Application Owner Metadata Campaign?

Team,

We are trying to do Application Owner metadata campaign to review entitlements metadata along with that we want to also have an option to review owners of it. Looking at Campaign documentation we understand it can be done

Also as per detailed configuration document

But when we tried to launch the campaign we don't see an option to make changes to entitlement owner. So trying to understand if it is even supported? did we misunderstood the document? or is it an issue?

Below screenshots where you can see if we click on Modify it is giving text fields to change the Approver and Approver Type instead of giving selection option to choose owner

Can someone help me understand how it suppose to work?

Entitlement owners cannot be changed by this campaign.

@Dhruv_S : Thanks for the response in that case can you explain what are Requestable Entitlements where approvers can be changed which is mentioned in documentation?

Also in certification we can see this option under modify, so what is that we can make changes here? 

Also as per certification configuration we see these options in Approvers what is the use of it?
