Hi @ejeong ,
You would not be able to add anything on the header or footer of your Application Request page directly. You can add a Help Guide link by using a Dynamic Attribute as Checkbox and updating its label with HTML link tags to your help guide and making the DA non editable. You could do a similar exercise for Warning by updating label of checkbox DA with HTML to change color to display as warning.
Or on your ARS Request Home page, you can create a custom tile if allowed in your version.
Go to Admin --> Global Configuration --> Request --> Custom Tiles

1) can I change order of tiles? I want to make custom tile to be first tile for everyone
2)can we add these tile in sidebar as well?

Instead of Guide you should add banner on top right corner

You can't add custom option but if you want to add Help guide you can enable from global config

1. For tile reordering refer Go to Admin --> Global Configuration --> Request -->Request Tile Ordering
2. Tile addition on left panel is not available.

As per my understanding custom created tiles are always displayed at the last in your ARS page.
Aslo there is no option to perform tile ordering for custom tiles.
