Can Organization Update Rule trigger Launch Certification

Hi,

I have a business use case when Organization status is getting updated and equal to 0 (inactive), certification will get launched from Organization update rule (OUR) so that organization owner of appropriate Rank (who is also the manager for users), can certify users (made users inactive). To implement it, below OUR is configured.

Job "LaunchCertificationFromRuleJob is created. But certification is not created after job execution (Nothing in job logs and debug logs).

So the ask is Does Saviynt support the above use case or only User Manager type campaign can be launched through User Update Rule?

But I want to know whether organization update rule can trigger organization owner campaign?

No only Manager certification
