Assign Ent Owner Certification to secondary certifier

Hi, 

How we can assign Entitlement Owner Certification to Secondary certifier if in case primary certifier is inactive? Is certification will assign to second certifier automatically or we have to change it manually ? 

Current its assigning to Default Certifier in case Primary certifier is Inactive.

Please provide solution on this.

It will be assigned to Secondary Certifier by default.

I tried but its not assigning to secondary certifier by default if primary is inactive then its assigning to default directly.
