The error you are encountering in Active Directory while trying to create a new account (LDAP: error code 53 - 0000052D: SvcErr: DSID-031A126A) is related to insufficient access rights. Specifically, error code 53 in LDAP refers to a service error, and the 0000052D typically indicates that the user or service account performing the operation does not have sufficient permissions to create or modify objects in the specified Organizational Unit (OU).
