Serial Workflow and application roles

Dear All,

We use application roles and a serial workflow with access approval task.

Application roles do have an owner and contain entitlements, entitlements in the application role do not.

If we raise a request for this application role it goes in auto approval, as it cannot find the owner for new account task as well as entitlement. If we assign an owner for the entitlement the request still got auto-approve as the new account task does not have an owner.

How can we prevent this in configuration? Create Task is set to entitlementonly already.

If we use a parallel workflow it works as expected and only application role owner requires to provide approval?
