Restrict Delegation list - All the delegations are visible

Hi,

I am trying to restrict the delegation list to be visible only for the users who have created the delegation or only to the admins.
But for me the delegations across the organizations are visible to users who are assigned to MANAGER SAV role.

My Sav role has below configs:

I am not able to modify the field "For whom can the user setup delegate" to some query.

When i logged in as a manager I should see only the delegations created by me or sub-ordinates.

Global Configs :
Define delegate query looks like this :

user.statuskey=1 and user.employeeid is not null

Any help on this is very helpful.
