Hi All,
We have a requirement that need to ensure requestor enter comment during request, and we changed the global configuration > Request > Setting > Business justification required (Request Level) from None to "Both (At Request level and SOD Violation level) but the comments field still not mandatory during request. However, when I changed the Business justification required (Request Level) to "Comments required at Request Level without SOD" it's working.
Based on my understanding from documentation, when I select Both it will require comments for both with and without SOD violation. Correct me if I am wrong.

Yes, when you select comments required at Request level and SOD Violation level then comments should be mandatory.
Which version are you seeing, Also can you check in lower env's as well if its the same as it is working as expected in our env's.

Our version is v5.5 SP3.12
We already tested in our testing environment and it's not working.

3.12 is a very old version, Are you guys upgrading to newer version , that should fix the issue
