SAV Role

I need to display users in Identity Repository but should not be able to update user and need to job control panel

the role should access to 

upload csv file

show users (read only)

should show all pending and completed tasks for all users

should not access to job control access

How to give access to SAV role to see only user, is that possible user (SAV Role) without admin access can see all users, and should all user's pending task and completed task
