Who and How receive the "Create New Controls request" on Analytics History

Hello,

I want to know the work of
"Create New Controls request" function on Analytics History.

On Analytics History page, click Actions > Create New Controls request.
And "Send an Email to us" window is displayed as follows.

About this function, admin guide says as "you can submit a request for creating a new analytics control to the administrator".

So I understand that Email send to administror, but I can not found the Email.

About "Send an Email to us" settigs, who receive Email?  Is it need something special settings?
Please let me know the detail of this function and how to work correctly.

This option is not in use. Please raise idea ticket to remove functionality.

Emails get sent to email id configured in SMTP Configuration

So,  currently there is no way to work this option, it is not work,  right?   
The mail send log that you attached is , after save the pop up of "Create New Controls request"?
We want know this option is able to work or not.
