Uploading Functions Via CSV

Hello,
We can create functions via CSV uploads and then can upload function entitlements separately.

So I wanted info if we could do both of these in one go. As create function and create function entitlements in one go via a single CSV file. Is this possible?
Is there a workaround this?
Any info would be helpful.
