SOD Rule set approval

1. While performing an update of SOD Ruleset, can we configure a 2-level approval workflow? How?
2. While performing a bulk upload activity, can the 'download' option be disabled? Or how can we restrict users from downloading this? 
3. What types of file validations can be done in bulk upload activity (out of the box)?@

1. While performing an update of SOD Ruleset, can we configure a 2-level approval workflow? How?-- > You can add workflow in Global Configuration for any modifications in the function entitlement, this can be two level based on your business requirements.
2. While performing a bulk upload activity, can the 'download' option be disabled? Or how can we restrict users from downloading this? --> Can you deselect below option from Global Configurations?

#1 If you are changing SOD Ruleset from UI then you can have workflow not from Bulk upload (Configuration under SoD Section --> Function Change Request Workflow)

#2 This can be configured under SAV Role for not to allow Action - Download Option

#3 - No Validation
