User Manager Campaign - how to not allow campaign to lock when a certifier is not assigned?

Is there a setting in the User Manager campaign, specifically step #1, that would not allow a manager to lock a campaign if they selected "Does Not Work For Me" on a user and did not choose to add a certifier? When a manager selects "Does Not Work For Me", they have the options of selecting "I know the new manager" or "Use Default Reassignee". Currently, in versions 5.5 sp3 and v2021, the manager can uncheck both of those boxes and lock the campaign which will essentially mean the user and their access never gets reviewed. I'm assuming there is a setting somewhere that forces the manager to either select a certifier or assign to the default certifier, but I am unable to find it.

As per current product design, we currently do not have the feature to make it mandatory. However, we already have below idea raised already on our ideas portal to make the default reassignee box mandatory. You can vote for it and follow the idea to track it's progress.

One additional question, do you know the maximum amount of records that could be included in a campaign? Specifically the User Manager, Application Owner, and Entitlement Owner campaigns. We would like to get an idea of the capacity that Saviynt (5.5 sp3, v2021, and v2022) can handle before integrating more applications. 

We have tested with 68k users , 1 M accounts and 4M entitlements for User manager campaign in Saviynt version 5.5sp3 and it was launched successfully.

Similar would be the case for EO campaign.

So I don't think there will be any limit as such, when you have such huge data in the campaign, it will take some time to launch.

The option to enforce the selection of a new manager or the default certifier and not allow a manager to lock a campaign if they selected "Does Not Work For Me" will be an enhancement.

I see a similar idea:  EIC-I-3330 which has been accepted as a solution by our product team. Request you to work with our CSM to get ETA and additional details on this.
