Role Owner Certification

Hello I have created a role owner certification in Dev and in there I am able to see this reassign option for a user of a specific role. Meaning I can simply reassign just one user and do not need to reassign the entire role. See the below screenshot

Now when I create a similar role owner certification in QA Saviynt, I am unable to have this reassign option for a specific user as we can see in the Saviynt DEv environment. See the following screenshot

I went through both the configuration for saviynt DEV and QA and both are exactly the same. Could you please suggest what should I change in Saviynt QA settings to get this reassign option for a specific user.
