Remove tasks getting created for already deleted accounts

Hi Team , 

We have an issue where the disconected application is of the status Manually suspended and the username has changed to xyz-deleted on date . But when we create a deprovision/disable rule for all the accounts that the user have . 

The remove account/access task is getting generated for this disconnected application which ideally it shouldn't . Is this a bug or a known issue or am i missing some config .

Ideally all entitlements from accounts should be removed once account is suspended hence if account having entitlement it will create for remove access

It does not have entitlements , they were stripped earlier . Still remove account tasks are getting generated .

It seems issue. ideally tasks should not be created for manually suspended/suspended from import service & inactive account status
