Re-configuration campaign goes to 100% without any data inside

Hi!
We had certification campaign for ent owners and it was working as intended. 

After upload of new data for accounts and their accesses, when I`m trying to re-configure the campaign or create from scratch with the same setup, the new campaign goes strait to 100% with no data inside - please see attached screenshots.

Yes, all entitlemtents have active certifier (rank 26 - primary cert) and active, as well as a few of secondary certifiers (rank 27, all active).

I have also tried the idea presented in: Solved: Entitlement Owner Campaign launched shows No data ... - Saviynt Forums - 83606 
But deleting and re-assigning owners didn`t help with the issue.

This is working as expected in v24.5 and does not looks like enhancement / defect. This may be data issue.

It is highly unlikely to be a data issue, as the data was triple checked and as I mentioned, the campaign was working well in the past
