how to assign enterprise roles to users who already have associated entitlements

I have defined technical rule for new users to assign enterprise role 'A' if conditions given are successful. 

This works well for new users who do no have associated  entitlements assigned. But how can I assign the role 'A' for existing users who already have associated entitlements. 

For example enterprise role 'A' provides grp1,grp2 and grp3 in LDAP. how would I assign role 'A' to users who already have grp1,grp2 and grp3 in their LDAP account.

You can use request access for others - multi user feature to assign enterprise roles for existing users who already have the entitlements. Please refer to the below document

there are many roles with different groups combinations. I was hoping that running detective job for the birthright rule would provide the enterprise role for users who already have groups. But looks like since no task is generated ( as groups are already assigned ) .. roles are not getting assigned. 

requesting using "request for other" does not look viable because we have 1000s of existing users. 

Any other suggestion?

Even though you have 1000 users, you can upload and request them in bulk using a file based approach so that Saviynt assigns the enterprise role.
