What is best value to set for HIT Count EXTERNAL_SOD_EVAL_JSON , considering performance, user experience, etc.

In SAP maximum 312 Entitlements can be added to one account/profile hence this will be based on sap application to application.

You can set HIT_COUNT to 30000 as per documentation

In order to find exact reach out to application SAP GRC team who can simulate will requestable access and provide no of maximum SoD Evaluation can occur in request. 

Performance : This is based on no. of servers used for Saviynt instance and since request for access will be submitted in while and not in concurrent there should not be any issue.
