Bulk Upload Multi User Request not working

Hi Team,

We are trying to submit bulk request in Saviynt.
When we are uploading the file, we are getting notification that file is uploaded, background job has been started but no job is started, no request got created after uploading the file.
WF- in GC the workflow is attached.
Email template is also attached but not receiving any email after uploading the file. 
Nothing related to this is found in the logs.
we are at 24.2 version - but it's not working in 23.11(our PROD environment)

Please share import file. Also check if background job running

No  job is not running,
it was working till Monday, nothing has been changed since then. 
Job is  not running,
email are not being sent out
Request are not getting created
Downloaded the validation sheet of the uploaded file as well no error in the sheet, validation column is blank.

Also- it's not working in PROD and DEV both, both environment versions are different. 
How can it stop working in both the environment as the same time,
both the environment having same problem, job is not running after uploading the file.

Does other emails are getting sent . Please send logs file
