birthright access assignment based on multiple location

Hi All,

We have a requirement where we need to assign the entitlements to the user based on the location as part of birthright access for AD application.

Now we have 120 different locations and 550 entitlements and one user can have up to 6 entitlements based on the location entitlement mapping. 

We don't think we can achieve this using technical rule since the number is large.

Can you please assist here what could be the solution for this requirements.

is it possible using analytics if yes, how can we do that.
