No, renaming the rules doesn't have any implications as anywhere rules are referenced, like user's update history or re-run selected technical rules under user update rules, the rule name is not being taken into consideration as the rule key is being considered.
However, we will not be able to update any rule's name from UI as it's a restricted action. Usage of custom query is one way to rename a rule but it is not a recommended or standard practice as the custom query option will be deprecated soon.
