SchemaUserJob and WSRETRY Jobs are overlapping - missing rules execution

We onboard users through File Import (File based Users Import (SchemaUserJob)) and are finding out that Saviynt is not triggering Technical/User Update  rules intermittently. 

We opened a ticket with support and the ticket was closed with a note to not run WSRETRY (Provisioning) job when the SchemaUserJob runs.   

Requirement : We need to provisioning job every 10 minutes and SchemaUser Job every 3 hours.  

SchemaUserJob does not guarantee the end time as it might take 1-2 hours on few runs OR just 15 minutes.   Due to this, we are not able to determine a cron schedule for the Provisioning Job that works with the SchemaUser Job.

Any possible workable solution so these jobs do not collide each other?  Is it true that Saviynt will not execute the rules (Birthright or User Update rules) when Provisioning Job and SchemaUser Jobs are running at the same time?

Can someone confirm what jobs should not be running when SchemaUserJob job is running?

use trigger chain job if you are unsure about time when schema job will end

Using Trigger chain job will not achieve the requirement of running provisioning Job every 10 minutes and SchemaUserJob every 3 hours.

Can you confirm what jobs should not run when SchemaUserJob is running?
