Cannot modify existing request when NEO feature enabled in 24.5 version

Hi Team,

We are getting popup saying You can't change this request while modify the existing request in admin queue though we have admin/admin relevant  access. 

Business usecase is like below,

If we get any risk, then we will do simulate in GRC.  We will take the approvals from controller and mitigate it manually. 

Once we mitigate, we have to resubmit(Recreate) the same request in Saviynt. At this time there will be no risk and Saviynt will assign the role.

Initially request will discontinued automatically, after taking the approval from controller and mitigate the risk manually, we modify the request. So it can retry the same role again. 

Note: If we disable the NEO feature, things work as expected.

As its working in Modern UI this is issue with code and need to be handled with support team. Also validate with latest v24.8 version
