The documentation provides a sample for triggering the Organization Update Rule based on changes to an attribute in the Organization (found in the Attribute tab). This is configured through the Organization Update Rule's Advanced Config. Similarly, is there a way to trigger the Organization Update Rule when the Organization Owner is added or removed?

no. Its only supported for organizations attributes
