Access Approval goverance for PostgreSQL

We have a requirement to use Saviynt for only Approval process with below considerations:

1. Access request will not be raised in Saviynt
2. Only access approval process to be followed
3. After access approval, the access provisioning will be using Rest API/Postgre if possible.

Please provide suggestion on above

A request has to be generated in Saviynt in order to leverage the approval/work flow. The source of these requests generated can be external - as in you can try to leverage Saviynt's api to generate these requests from the External application. 

And can you confirm, if the provisioning will happen from Saviynt itself after approval.
