[Issue] Birthright role missing for Internal Accounts

Issue Statement

Birthright role is missing for users even though the User update rules are configured correctly and the conditions are also a match for the imported users/

Solution

 Whenever a new user is imported, the zero day provisioning option will provision the Birthright rules when it is enabled. But in the user import job we noticed that the option is selected as 'no'. 

We need to ensure zero day provisioning is enabled (value selected as 'Yes') during the import so the birthright role can be assigned to the user.
