Transport: Import Packages fails with "Non-compliant action"

Hi everyone, 

I receive the following error, when I try to import a package via Admin > Transport > Import Package

"Non-Compliant action
The current operation is blocked by your IT administrator.
Click 'OK' to continue."

I've got the ROLE_ADMIN SAV role assigned + I assigned an approval workflow unter Admin > Global COnfig > Misc > Transport. 

Do you have any clue, where this may be coming from?

It seems this only happened with a specific package configuration. 

It was fixed by importing settings one by one.
