When submitting a privileged access request for Credential or Credental-less accounts, the initial business justification field is optional. However, on the next screen (Confirm and submit) the 'Comment' field is required. I cannot find a location that controls this value. In Global Config 'Role Request' module, comments are not required already for enterprise role or emergency access role. That is the closest thing I could find that might control this but it does not seem related. There is no configuration in PAM global config around this.
