Workflow Create / Update User Request applied to Administrative Interface too?

Hi everyone, 

Odd behavior I'm noticing and I don't know where else to look. 

We have a PROD and a DEV environment. 
In both of them we have configured the same Workflow under Global Settings > Identity Lifecycle > User Modification Workflow.

Now to the weird part

PROD -> When I modify a User under Admin > Identity Repository > Users it simply works and is executed immediately. 

DEV -> When I modify a User under Admin > Identity Repository > Users it triggers the workflow and creates teh configured custom assignment.

Using Create / Update User Request Forms, for eitehr of them, the Workflows are triggered correctly. 

I much prefer it the way it is in the PROD environment, as I expect that Admins should be able to adjust attributes without the Workflow being applied. 

Any idea where else I can check for configuration differences?

Does your workflow works ? As ideally output of custom query in wf should be userkey column only

Yes, they work as intended - Mails get sent to the correct people + Approval Tasks get created. 

When user is updated in prod vs dev what is final screen ? 
request id ?

are you mananger of users which getting approved ?

PROD
After clicking Save, I just return to the User Details. I don't see any Request ID, when I do this. 

DEV
In DEV I see the following screen and can view The Modification Details, as well as teh Task History

In neither of both I'm set as the manager of these users and it happens the same way with every User Object I interact with.

 

What is version / subversion of both environments

But it was the same way, when both were on 24.2 a week ago 

It seems prod has set auto approve tick

User Modification Auto Approve

Enable request for user bulk upload

Neither of these options is checked. Neitehr in PROD nor in DEV (see Screenshots above).

I just exported the Global Configuration > Identity Lifecycle as well as the assigned Workflow via Transport in PROD and imported it in DEV. 

The behaviour has not changed - that's weird. 

Please check 

select * from configuration where name like '%USER_MODIFY_AUTO_APPROVE%'
