Updating a Technical Rule with custom actions

We have a few tech. rules that rely on users' customproperty attributes to assign roles such as the following:

It works but I doubt this is the right way to do things since if I attempt to edit the rule, I am presented with the following:

Just as if there was no action set...  Clicking Remove does absolutely nothing.

If I try to send my changes for approval without adding any action, I am getting:

But, there appears to be something set in the rule as if I attempt to duplicate my action, it does show up twice once the changes are approved:

Any insights on what it is we are doing wrong?

It seems to be issue with separator used over here

That is what I thought too... any idea as to where this syntax would be documented?

I was able to find this but it does not cover the "ROLE" syntax specifically so I have no clue if the issue is at my end.

Solution found, syntax was indeed incorrect.  UI hates to see + signs. ${variable1_Region_variable2} worked fine...
