Unable to launch campaign when "Enable Certifier Reassignment" is checked

we are doing regression test for EIC (23.7) and we found when following option is checked, we are unable to preview or create campaign. 

I found following issue is fixed in 23.7. is this caused another defect?

I dont think this could be the reason for campaign not getting launched.

@DixshantValecha  it's different from our symptom. when we clicked preview or create, there is no response when we checked the option above, but when it's unchecked, we can launch it as normal

Please let us know what is getting printed in the logs(snapshots of error message and other information getting printed) when you checked the option above.
