Technical Rule not triggering properly

We have a requirement that we want to grant access to application based off of attribute values coming into system via Workday Feed.  We have created a technical rule as which that if the users statusKey=1 and CUSTOMPROPERTY47=Y or CUSTOMPROPERTY47 is blank, then to grant the access.  We do see new account tasks generated if CP value is not having any value.  I also tried rule that CUSTOMPROPERTY47!=N, and that also did not generate the task for a user with an empty field value like we desired, what is the best way to handle this?



There should be brackets for cp47 condition . Use advance query

statuskey=1 and (cp47=‘y’ or cp47 is null)
