We looked at the global configurations, but we're not sure if there's a feature that has to be turned on.
I tested it with Task Create, and it worked; the three emails were sent. However, we need to make use of the task complete action.
Can you guys help us determine whether we need to activate any configurations to send one email per entitlement when email templates are set up at the endpoint level? Alternatively will you kindly advise us on how to configure it?

Request Completion Email are sent per request hence here only 1 email will be sent per request. This is expected behavior

Unfortunately no. since when task will be completed, else you could have used analytics report to send notification.
but logically requirement is weird as consider 100 entitlement added to user so sending 100 emails
