Suppress create user tile while enabling update user tile for HR

I have a requirement for HR to update users and trigger an immediate termination from a form configured through the Identity Lifecycle.

All users get the ROLE_USER. HR team additionally has ROLE_HR SAV role.

Configurations enabled on the ROLE_HR are as follows:

But when I logon with a HR user persona, I am able to see both create and update user tiles. The requirement is to show only the update user tile.

Is there a way to suppress the create user tile and show only the update user tile to HR?

This appears to be an issue since the Create User tile is not selected and so should not be visible either. I would recommend you to work with Support team on this over a ticket.
