Submit ARS request for disable user to remove account via REST API

We want a solution to submit the ARS request via REST API for an Inactive user. The tasks are failing for a REST connector where we are using Saviynt's OOB REST API to raise request to remove access for applications. The tasks are failing for disable users. It gives this error message:
"message":{"errorCode":1,"message":"User Not Found"}
As Saviynt does not allow submit ARS request for Inactive user, it gives the above mentioned error.
When we make the user active and run the provisioning job then the task gets process and it creates the request for user to remove access and then we need to again disable the user.
So please let me know if there us any configuration which I can make to submit the ARS request for inactive users via REST API.

This option is already set up in the environment. However, this option is for the Inactive Accounts, but we are looking for Inactive Users. As we have to remove the active accounts from Inactive users via ARS requests.

Inactive users by default not visible from ars . You need to remove from actionable analytics

We are not just trying to disable the account. We have 2 different type of applications. One is a dummy application which has Saviynt REST API to submit request to disable account and remove access. So on user termination we are disabling the dummy application and trying to submit the request to disable another application of user. Will the actionable report execute the REST API for the second application and send email to application owner? I believe no. So either we want an option to submit request for inactive user or some solution which will activate the user while submitting the request and again disable the user. BTW, this functionality was working fine in earlier version of 5.5 SP 3 but not working in the latest version.

Once you generate task from Actionable Analytics it will process. if email notification configured for task creation then email can be sent or you ca attach email to report and send email to app owner
