Set value in PRIVILEGED through SchemaEntitlementJob

I am trying to set PRIVILEGED value with "Medium" through File-based Import -SchemaEntitlementJob , but it does not update the entitlement.   Any suggestion on what value needs to be passed?  5 or HIGH or High?  Does it has to be enclosed in double quotes?  I tried with all these options, but the value is not updated on the Entitlement.

It did not work.   After the import is run, I still see Privileged value as None in ECM.
